Conference Call


A conference call was held for the Personal Independence Commission to vote on approving the Real Choice Demonstration Projects. The original conference call to address this issue was held Friday, November 15, 2002 but there was not a quorum present so a vote could not take place. Those in attendance were:

Following roll call Lt. Governor Joe Maxwell called the meeting to order.

The top six grant applicants were:

  • People First
  • Crider
  • Paraquad
  • Coalition for Independence
  • Willows Way
  • Comtrea

Kirsten Dunham requested to abstain from voting due to a conflict of interest.

Wendy Hayes made the motion to approve the top six grant proposals.  Rep. Lana Ladd Baker seconded the motion.  The motion carried.  Discussion followed.

Mary O'Brien had concerns with the grant process and with people doing what they say they are going to do.  She also had concerns about the short time frame for applying for the grant.

Sherl Taylor gave information on how information about the grant was advertised.

Lt. Governor said his office feels criteria and state policy were followed.  He also addressed Mary's concerns about the grant applicants being able to fulfill the qualifications of the grant. 

The question was raised as to if the applicants had had state contracts in the past.  Lt. Governor pointed out that was not part of the grant criteria.

Rep. Ladd Baker wanted to know if the Family Care Registry should be checked for the grant applicants.  Sherl Taylor responded that the grant money is to be used strictly for administrative costs and not for direct care services.  Some discussion followed as to if background checks should be part of the criteria.  Lt. Governor Maxwell pointed out that new criteria that are not in the grant application couldn't be added without throwing out all the applications and starting over. 

Wendy Hayes amended her original motion to accept the six applicants as long as they do not have any state violations.  Motion carried.

The meeting adjourned.
